No official body — not the UN, not the European Commission, not any court — has determined that boycotting Israel is antisemitic. The claim rests on political resolutions, not legal determinations or rulings.

The definition most often invoked, the [IHRA working definition of antisemitism](https://www.palquest.org/en/highlight/38757/ihra-working-definition-antisemitism), is a non-binding text adopted in Bucharest in May 2016 that [never mentions boycotts at all](https://hanoverinstitute.com/research/boycotts-and-the-antisemitism-definitions) and explicitly states that "criticism of Israel similar to that levelled against any other country cannot be regarded as antisemitic."

Governments have passed symbolic motions only: Germany's Bundestag in 2018 condemned BDS in a [non-binding political resolution](https://www.dw.com/en/israel-and-bds-a-controversial-boycott-dives-the-west/a-45404208); the US government's House of Representatives passed a non-binding condemnation with no force of law; no UK ruling classifies boycotts as antisemitic; and the European Commission has made no anti-boycott determination.

Meanwhile, the [Jerusalem Declaration on Antisemitism](https://hanoverinstitute.com/research/boycotts-and-the-antisemitism-definitions) — signed by over 200 scholars including leading Holocaust historians — states in guideline 14 that boycotts are "not, in and of themselves, antisemitic," and the Nexus Document agrees. If you believe in free markets and free speech, treat the "boycotts are antisemitic" line as what it is: politicians redefining prejudice to shield a favored state from consumer pressure.
